Is it Safe for Americans to Visit Greece Now?
Yes, my neighbor was in Athens last week and enjoyed it as part of a Mediterranean cruise.

No matter what travel directives are issued by any authority in Greece:
You will never be shot by a lunatic. You will never be shot by a trigger-happy, overeager cop. You will never be shot by a religious fanatic. However, football hooligans are best avoided like anywhere else. Besides, avoid carrying guns even in police and shooting ranges.In everywhere in Europe, good manners will always be an asset.
If you don't have COVID...
Yes. You will need to perform a COVID test before entering Greece, regardless of whether you are vaccinated or not. I assume you are from the USA.
For Americans not dual citizens...
The quick answer is when COVID-19 gets under control in the US. The longer answer is that Greece and the EU in general do not want to bring in sick people spreading the virus.
Current Entry Requirements
Right now, Greece is closed to the outside world. You need to text for permission to leave your house or hotel, and you are only allowed to leave for specific reasons with a maximum of 6 allowed per person. This is enforced by the police, and we don't know how long this will last. If we are lucky, we might just get our parade on March 25 for our bicentennial with crowds, but more realistically, it will be Easter on May 2 outside.
Once Greece reopens and hotels can function again, a decision will be made on whether Americans will be allowed to enter. This will depend on the status of the outbreak in the US, vaccination rates, and how the curve is going. Practically, if you manage to get vaccinated by then and keep all your paperwork in order, you are likely to be allowed to visit in the summer.
What will be open this summer?
Beaches and archaeological sites are likely to be open, but nightclubs will be much harder to manage due to safety and social distancing requirements. It is more wait and see, and it depends on both countries' vaccination rates.
